Panchayat to Approach The Supreme Court for Food Security

On 10th June 2010 a Gaon Panchayat level meeting was organized in the Panchayat office of   Boruahbamon Gaun Panchaya. The meeting was chaired by the Ms. Niru Gogoi, President of Baruabamon Gaon Panchayat. Tasaduk Ariful Hussain discussed about the food security issues in this meeting. He explained the procedure and process of the Mid-day-meal (MDM) scheme, Integrated Child Development Scheme (ICDS), Public Distribution System (PDS) and Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and the schemes in it.

Participants shared the difficulties of MDM schemes implementation in the Panchayats. It was an eye opening opportunity for the participants to know about the guidelines of the scheme. The Panchayat leaders felt that the Mothers group of the schools under the Panchayat should be activated and given the responsibility of managing the MDM in each school of the Panchayat. The head teachers could be the monitoring and supervising authority along with the school management committee. But head teacher should not be the person to implement the entire work of MDM.


The participants were surprised to know about the honorable Supreme Court’s interim orders for the implementation of PDS and ICDS. Unanimously the participants agreed that a gross violation of the Supreme courts’ order is taking place in the Panchayat. As for example a beneficiary of Antodaya Card should get 35 Kg. rice every month at the rate of Rs. 3 per Kg. However, nobody in their Panchayat is getting more than 30Kg. rice per month at a price less than Rs. 4/-.

The participants of the meeting felt that it is their duty to inform Mr. Harsh Mandir, the commissioner of the Honorable Supreme Court to take necessary action in this regard. The Panchayat took the responsibilities of collecting signature from all the beneficiaries of all the food security schemes of the Panchayat and submit it the Supreme Court soon.
